Subject	Is sanding the knobby rock guard smooth, easy?

Message	I want to get rid of the ruberized coating under the doors and bumpers. I still want the ruberized rock guard but I want it smooth. Is it possible to sand this stuff smooth then repaint or do I have to take it to bare metal?
